Contract Services Coordinator

The Ministry of Jobs Economy, Trade and Immigration is looking for two (2) Contract Services Coordinators.
Working within the framework of the Ministry’s business plan, and reporting to the South Region Manager of the Training and Employment Services Branch, the Contract Services Coordinator (CSC) is responsible for planning, procuring, and monitoring responsive labour market programs directly impacting Alberta’s workforce. Through collaboration, research, and analysis, the CSC identifies labour market needs and solutions to address current and anticipated skill and labour shortages in the province. The CSC is also responsible for planning and procuring services using program policy and established public procurement protocols. The CSC will evaluate and manage third party service providers delivering employment and training programs for Albertans via contracts and possibly grants. The CSC works independently with a high level of autonomy which requires strong organization, time-management and prioritization skills as well as sound judgement on when to seek guidance and escalate issues.
Responsibilities include
Within the context of the Ministry business plan, program initiatives, priorities, and outcomes, the purpose of the Contract Services Coordinator job includes core roles and responsibilities of contract and grant management:
- Labour Market Development
– Planning: Identify and assess labour market development needs, priorities, and trends by collecting, analyzing, and applying statistical data/reports and labour market information from internal and external sources. Procurement: Develop procurement plans, Request for Proposals (RFPs), coordinate and lead the tendering/selection process including contract and grant negotiation.
- Contract and Grant Management and Performance Oversight
– Engage and support agencies to address and resolve issues/complaints related to program delivery, program quality, contractor competence, eligibility and learner funding; troubleshoot unique contract issues.
- Managing risk
– Ensure the Ministry’s interests are protected by conducting a risk assessment, develop a monitoring plan, and implement process to performance manage the department risk; and monitor contracts/grants for compliance. Monitoring continues throughout the life cycle of the contract and takes place through regular on-site and off-site contact with the service provider as well as program participants. This may require driving significant distances and the ability to travel independently from base office to service provider locations and community locations to meet with community stakeholders.
- Relationship management
– Apply discretion, professional judgment, and neutrality to resolve complex issues with external providers/contractors, while effectively handling trusting transparent relationships; build and maintain effective networks; represent the Ministry in inter-departmental committees and cross-Ministry initiatives as required.
- Reporting
– Develop recommendations for new strategies and programs that respond to evolving trends and issues in the local labour market and to increase workforce participation; develop and maintain internal reporting tools where system IT tools do not exist to respond in a timely manner to changing reporting needs by Management and Executive.

Qualifications
University graduation in a related field plus four years related experience. Related experience or education may be considered as an equivalency on a one for one basis.
Equivalency: Directly related education or experience considered on the basis of:
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.
Assets
- Knowledge of the many legislative, inter-provincial agreements, inter-governmental agreements, policies and procedures impacting government funding agreements. These include, but are not limited to: Procurement Accountability Framework (PAF), Government Organization Act (GOA), Financial Administration Act (FAA), Alberta Accountability Act, Agreement on Internal Trade (AIT), etc.
- Knowledge & ability to engage a diverse group of stakeholders and understand their unique needs in the labour market.
- Knowledge of essential skill and skill training theories and frameworks as well as career development theory, practice, and application, and adult education and training as it relates to procuring employment and training services.
- Knowledge of client tracking systems.
- Knowledge of contract management computer systems/databases; experience with any corporate enterprise management software may also be considered an asset.
- Knowledge of the Ministry’s mandate and business plan priorities, organizational structures, protocols, and reporting structure.
- Financial management: analysis, forecasting, monitoring, financial statement analysis, payment verification, and the required attention to detail.
- Knowledge and competent in use of Microsoft office applications: excel, word, teams and other tools to support managing projects.
- Knowledge of Learner Income Support Benefits and alternative funding streams available to Albertans.
- Knowledge of under-represented groups in the labour market and their respective needs, including indigenous persons, immigrants, youth, and mature workers.
- Specific in-depth knowledge of effective employment and skills training methodology successfully implemented by service providers.
- Valid Class 5 Drivers license.
