Reporting to the Executive Director, Capital Projects and Planning, the Director, Capital Projects provides strategic leadership and oversight for the planning, delivery, and management of capital infrastructure projects supporting addiction and mental health services across Alberta. The role requires strong stakeholder engagement skills, a solid understanding of capital project delivery, and the ability to manage risk, navigate differing perspectives, and resolve complex issues in a politically and operationally complex environment.
Key responsibilities include
- Providing strategic leadership and direction for capital infrastructure projects to ensure facilities are developed, redeveloped, and maintained in alignment with Government of Alberta and ministry priorities.
- Overseeing end‑to‑end capital project and program delivery, including planning, approvals, execution, and monitoring, to ensure projects are delivered within approved scope, schedule, and budget.
- Leading engagement with Alberta Health, other ministries, delivery partners, consultants, and service providers to support integrated capital planning and delivery across organizations.
- Effectively managing stakeholder relationships by navigating competing interests, addressing issues and conflicts constructively, and maintaining alignment on objectives and outcomes.
- Ensuring compliance with applicable legislation, regulations, policies, procedures, and standards related to capital planning, procurement, and infrastructure delivery.
- Providing strategic advice, briefing materials, recommendations, and decision support to senior leadership and executive officials on capital project risks, issues, options, and progress.
- Managing branch operations, including financial oversight, workforce planning, performance management, and continuous improvement of capital planning and delivery practices.
- Supporting collaboration across the ministry and government to advance capital priorities, resolve complex challenges, and improve capital governance and delivery outcomes.

Qualifications
A university degree in a related field and a minimum of seven (7) years of progressively responsible experience related to the role; or equivalent as described below.
Equivalency
Directly related education or experience considered on the basis of:
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.
Required Experience
- Demonstrated senior‑level experience leading and providing oversight of complex capital infrastructure projects or programs, including responsibility for scope, schedule, budget, risk, and compliance.
- Demonstrated experience engaging with and influencing diverse stakeholder groups, including senior leaders, partners, and external organizations, in complex or high‑risk environments.
- Demonstrated experience managing organizational resources, including financial, operational, and human resources, and providing strategic advice and briefing materials to executive‑level decision makers.
Assets
- Experience overseeing capital projects related to health, mental health, or addiction service infrastructure.
- Experience working within a public sector, government, or large regulatory environment.
- Professional certification related to project management (e.g., PMP or equivalent).
- Experience managing capital grants, procurement processes, or third‑party service providers.
- Knowledge of relevant legislation and Ministry priorities (e.g., Financial Administration Act, Infrastructure Accountability Act, Mental Health Act, Compassionate Intervention Act).
